Residents Vote

On June 16, 2022, Governor Kathy Hochul signed into law the New York City Public Housing Preservation Trust Act (“Act”). Central to the Act is providing residents the power to determine the future of their developments. Residents get to vote on the following three options:

  • The Trust: The Trust is a public agency that will partner with NYCHA to bring funding for repairs and upgrades to Nostrand’s apartments, buildings, and grounds. Rents remain at 30% of income and resident rights continue unchanged.

  • PACT: PACT is a partnership with private and/or non-profit partners that will bring funding for repairs and upgrades to Nostrand’s apartments, buildings, and grounds. Rents remain at 30% of income and resident rights continue unchanged.

  • Section 9: Under Section 9, which is how Nostrand is currently funded, the development will continue to be dependent on federal funding allocated annually by Congress. Rents remain at 30% of income.

Which developments are scheduled to vote?

The following developments are voting:

  • Nostrand: Beginning Wednesday, November 8, 2023, and ending Thursday, December 7, 2023, Nostrand Houses residents will have the opportunity to vote on the future of their development. Click here for more details.

How will NYCHA ensure that each resident is able to make an educated vote?

The voting procedures require NYCHA to create an engagement plan that is at least 100 days long. Following the engagement period, residents are able to vote for 30 days via mail and online, and in person for the last 10 days of voting.
